Our team has created some sites with an apex domain and its subdomains.

- https://hikone.iemeshi.jp (https://hikone-iemeshi.netlify.app)
- https://kushimoto.iemeshi.jp (https://xenodochial-tereshkova-ce0843.netlify.app)
We intended other netlify users who are external to the team to use other subdomains, such as
mino.iemeshi.jp and have set C record with the user’s site,
$ nslookup mino.iemeshi.jp Server: 184.108.40.206 Address: 220.127.116.11#53 Non-authoritative answer: mino.iemeshi.jp canonical name = mino-iemeshi.netlify.app. Name: mino-iemeshi.netlify.app Address: 18.104.22.168
However, the user fails to add the subdomain with the message
Another site is already using this domain.
The same problem is also reproduced with another site
jiyugaoka-iemeshi.netlify.app, which is owned by another user.
When I try to set the domain
mino.iemeshi.jp with my own account which is internal to the team it has succeeded.
Is there any way to let the external user to use such subdomains?
